Kathmandu, Nepal’s only intelligence agency, the National Investigation Department (NID), has once again been placed under the Office of the Prime Minister and Council of Ministers.
The government amended the Work Division Regulations on Wednesday to move the intelligence agency back under the Prime Minister’s Office.
Earlier, when CPN-UML Chairman K P Sharma Oli was Prime Minister, the National Investigation Department had been shifted from the Ministry of Home Affairs to the Prime Minister’s Office. However, the government led by Sushila Karki after the जनजी movement had returned the department to the Home Ministry.
Following the House of Representatives election held on February 21, where the Rastriya Swatantra Party secured nearly a two-thirds majority, Prime Minister Balen Shah decided to place the intelligence agency once again under the Prime Minister’s Office.
The governance reform roadmap 2082, made public by the current government on March 15, had also recommended placing the intelligence agency under the Prime Minister’s Office.
The 802-page governance roadmap prepared by a committee led by Government Secretary Govinda Bahadur Karki clearly suggested keeping the intelligence agency under the Prime Minister’s Office to ensure stability.
The roadmap states that the department should remain under the Prime Minister’s Office without being shifted repeatedly between ministries. It also mentioned that the move should be completed within three months to ensure institutional stability.
According to sources at the Prime Minister’s Office, the recent decision was implemented in line with those recommendations.
